what's the lowest optimal VDC for electrolysis to happen with stainless steel plates? (I saw Bob quote 1.23 in another thread , but I thought it's 2VDC (i.e. 14VDC/7cells))
does plate spacing matter for the voltage (i.e. less voltage if plates are close)? I think is doesn't matter that much just as long as there's current, right?

You will need to do Tests to see what production you get.
You will want to Mix maximum concentration of KOH 28 % to
distilled water and try 4 plates - measure output.
Try 5 plates - measure output.
You can go very low voltage but to get the output you want you may
need to put 10 cells (each with 5 plates) in parrallel.
Of course this would all change if you Achieve resonance action!
