ok it seems to me that the best way to go is to make a cut down version of the welder open design with say 16 plates... The advantages being it should be easy to fill and you wouldnt need to drill any holes in the plates. I was also thinking about the need to fill the cell up, does it really need to be automatic? surely the cell wouldnt be consuming large amounts of water quickly so you could just check it every few days and fill it if you needed to. Also you could leave a bit of room for in the future if you wanted to use a liquid level switch.

also how thick are the plates you used? in the past ive been using .9 - 1mm thick steel.
