Why is conductivity an issue? Just add more electrolyte.
Dissimilar metals will just electroplate unless you're
over-charging a home-made battery to also make hydrogen.
On the other hand if you want more surface area to make
more bubbles, less work, cost, machining & fussing, see
above. I wonder why batteries are made of plates. Coarse
granules through which electrolyte can permeate, should
make way more current
