From what I see, it is the Xray and UV that does the splitting with plasma electrolysis, not the electrostatic or electromagnetic components of the atom or the source. That being said, if you can magnetize the atom in a plasma state, then I suspect you can separate it magnetically.
Like I always say, plasma is not a state of matter, it is matter in a state of change.
