Ethylene glycol, or ordinary car antifreeze would be the best place to start as they used to use it in 'wet electrolytic capacitors' to stop them freezing up. Otherwise they could only be used indoors or at room temperatures.

Must be pretty stable, non-reactive stuff otherwise it would have created its own problems.

A 28% KOH (Potassium Hydroxide) to water solution does not need antifreeze. I did a test at 15 below 0 Fahrenheit and it was very much liquid. I have read that it will freeze at -80F.

Yes, that makes sense but what about the distilled water tank and tube that supplies the cell? How can we keep this from freezing? Would an insulated tank help or would the cold work it's way in there over night?

I know this adds complexity [ and keeping simple is best ]
but what if you keep mixing the tank Solution and the cell solution
when you first turn off motor [ say just 10 secs ].
A pump to circulate the liquid around.
Keep the whole lot at
28 % solution - thus wont freeze.
