I have to admit that I am not sure what exactly he mean when he says "Horizontal and Vertical polarization". So tilting your plates at 45 degrees may or may not show any improvement.
He seems to suggest that it directly effects the orientation/location of the ions in the water. This in some way improves the efficiency.

Wow, thanks for that analysis.
Its certainly interesting. I would suspect that the cone would behave
differently to angled flat plates. I will guess and say there is
probably a round field effect on the cones.
Would love to see if there is a Spiral effect with the rising bubbles.
