Great article on Magnetism and Water

I had some thoughts of magnetic resonance playing into this fracturing of water...but from this article I dont think that will aid the breaking of the bond anymore ?

I've read it but still think something is there and just haven't found the right combination. For instance what configuration magnetic field are they using?

There is a push (same polarity) or a pull (opposing polarity), there are just to many unknowns yet to rule out magnetics as a tool for fracturing the bonds,
