Yes.........
but we need to take into account that we want how long to make a Litre
of Gas.
We convert it to Litres per Hour for easy comparisons.
so using your first results:

12.5 V 0.5 A 600ml in 1hr20min
The power is
12.5 x 0.5 = 6.25 W

Now we work out the Litres per Hour
[600ml = 0.6 L ... & 1Hr 20 mins is 80 mins, 80/60 = 1.333 Hr ]
0.6 L / 1.333 Hr = 0.4500112 L / Hr

So the final step is
6.25 / 0.4500112 = 13.89 W/L/Hr
