Allright people let me give you some research done in the early 1900's and patented on Internal Combustion (IC) engines using water as fuel and their setup designs.
All these patents are now on public domain I presume as they are 80+ and 70+ years old respectively and the patents protect the for 14years.
There is some very interesting info which we could use to make this stuff.
It looks logical enough to work!
Patent no.1 : US PATENT, Year of patenting 1921
1,380,183
Patent no.2 : US PATENT, Year of patenting 1932
1,876,879
HOW TO VIEW THESE PATENTS:
Go to the US patent no search at
http://www.uspto.gov
and then go to the "images" as these are old patents they are stored in TIFF format
To open them in your browser you would need Alternatiff plugin for you Int. Explorer which is availble at
http://www.alternatiff.com/
Incase you have any more doubts post them under this topic.
HOW ABOUT SOME DISCUSSIONS ON THIS TOPIC DUDES??
