Anything you do with a wire, electrically speaking, is in the EM band.
Another problem you'll encounter is few off-the-shelf transistors
will fire that fast without smoking. But there's an easier way;
cannibalize a magnetron from an old microwave oven. Now
assuming you get it going, it gets more involved. Chemelec is
right, you'll need leak-tight shielding, which can also serve as
the hot terminal to ground, for converting the AC oscillations to
DC pulses. I know one person who has already tried this and had
no success making hydrogen; he double-checked his circuit and
the problem wasn't there. It would appear a bit more complex
than just hitting water with 2.5Ghz; after all, microwave ovens
do that every day, cooking food but making no H2.
Also those frequencies are very dangerous. They can cook your
tissues from the inside out and give you cataracts. You won't
know in the latter case for a few days, after the damage is done
is too late.
