Because the phenomenon is so fleeting, you need high-speed video to even catch it. I know that cavitation is destructive to unlimited hydrofoil propellers, it pits the metal over time.
I would like to find out the pressure and exact temperature of this... this might be the key to CF, BUT it also might be the key to producing stable metallic hydrogen... wish I had a lab and a budget

The idea, is that you generate a pressure gradient in a liquid. The gradient must generate a region in the liquid that is below the vapor pressure of said liquid. This will generate an unstable 'bubble' in the liquid.
As the bubble collapses, it can, under the right conditions, generate photons and nuclear radiation.
It has been suggested that this instant collapse generates an instant energy spike, generating heat hotter than the surface of the sun. Possibly generating a pressure comparable to the pressures that can be found in solar hydrogen.
Cold fusion? MAYBE!
Consider this: If operated as a pump, the Tesla Turbine can generate a ring of cavitation between it's spinning discs. There have been many claims that the Tesla Turbine is capable of produce over unity conditions.
Could this possibly explain that elusive observation?

The last link, is a view of the device operating under a strobe, timed to the shaft RPM. It gives us a glimpse of the effect that may be causing the excess heating the first link claims.
Not sure about all of it... but it sounds worthy of some research.
