I suspect that Tesla used one of these to produce curent long into his years.
Uses a primer magnet to induce inicial voltage and magnetic field in rotation, and then the out put is simply wound around the whole disk to enhance it's own output.
Two of them with a conductive band, and with opposit poles, alowes for the centre shaft output with little resistance to turning.
So far I haven't seen anyone build one of these on the net yet, or just haven't look hard enough. It's likely someone has got one going, and i'd like to try one myself.

Personally, I think higher voltage is the key. Amperage causes heat, and heat is a loss. IN order to get high amperage, you have to have massive amount of plates. Brute force as in Galiith, instead of amplification of the sling, as with Davids skill.
Looking at Meyers patents, I'd say he was using HV and smaller devices for electrolisis.
