I would like to add this to the thread, though I am NOT trying to derail your point or purpose of this thread. Here is a video of a Japanese company that uses hydrogen and water to "power" a vehicle.
They have approached the issue from a different angle than most here imagine. For some to copy or improve engine modifications may be needed. You see their engine is equivalent to a hydrogen powered steam engine as the heat from the hydrogen burn is utilized to turn water fog (their wording) in to steam. Check it out. Pretty GOOD idea in my opinion. This may be the bridge to get one past the liters per minute problem in my opinion.
