Water does not always boiles at 212°F cause there is something like overheated water.
Overheated water does not boil at 212°F and above but is a hazardous situation cause it's energy is indeed avaliable and if the overheated water is disturbed then the energy get's disturbed and the water will start to boil heavily within an instant.
Overheated wtaer can be simulated in a microwave but it's not advisable to do so, extremely dangerous.
But under normal conditions and sea level, yes, water boils at 212°F.
