Hi,
I have build a similar unit, but use two sets of plates in one unit with 11 plates where the both endplates are connected to the positive and the middle plate to negative. the spacing is 1/4 inch plate area is 4 1/2 X 7 inches using 12V by 15A only 2% KOH with destilled water and generating 2.5LPM. the reason why I only need 2% KOH is that the voltage by 1/4 inch spacing have to be around 2.2 to 2.5V and the temperature goes only up to around 130 degreeF and stays there.

2.5 L x 60 min = 150 L / Hr............
So 180W/ 150L = 1.2 W/L/Hr
I dont know how he gets this Great Output.
