Assembly plates

Assembling plates using nylon screws & nuts. Nylon nuts act as plate holder and spacer. Total of 40 nylon nuts used for this construction.

Now the plates are going through conditioning process.
Using natural water and KOH as electrolyte.
Day 1 conditioning:
The solution uses 13A at 10VDC. No bubble activity observed at middle plates (neutral). At end of the day, the water becomes too heaty. Throw off some of the solutions and replaced with fresh water. Now the meter reads 7A at 10VDC. I can see some tiny bubbles emerging from neutral plates. The cell going through day 2 conditioning.

Sorry to be the one to break it to you but what you have there is not a series cell. Other people here have tried to explain it to you, maybe you just did not understand what they meant. Series cells have the electrolyte area between the plates totally isolated from one cell to another. The electrolyte does not go over or under the plates, nor around the sides of the plates. What you have there is a single cell with a bunch of wasted metal plates between the active end plates. The majority of your applied power is shorting from end to end and bypasses around all the plates in the middle. It will not condition properly in that manner.

Million thanks to you Bob. You just clarify me on very basic and very important factor of series cell. How could I have missed it? 
At least now I understand the basic points. 
I got to redesign the cell. That means we cannot summerged the cell into solution during electrolysis? I got to study your diagram again to understand the basic.
