What if you compensate for the stated imbalances in a tubular design? Outer tubes thicker and/or closer together, and avoiding real small inner tubes?
The reason for thicker outer tubes is that they appear more capable of collecting and transferring current, an interesting phenomina I was actually able to visually observe because of an additive in the water.
If the smaller tubes had more volume of liquid between them, and the larger less, then the volume of liquid between each of the tubes could be similar.
I came to this conclusion while experimenting with a joe cell and observing various charging effects.
