What it is reference to is the "Lord Kelvins' water machine"

Could this source of high voltage somehow be used for the electrolysis of water?

the H2 series electrolizer box welder.

If the charge is sufficient to convey to a statica wheel, the latter driving
a pump to lift the water that has fallen, then we have another example

i searched and that patent number seems to be a hydrolic pump.... i could though be mistaken... would you happen to have a link?
