If an ICE was running on hydroxy in a closed loop situation there would be no emissions.
The theory:
Carburetor completely removed to effectively give unrestricted airflow therefore reducing engine loading. [Engine output controlled solely by fuel volume supplied.]
Exhaust bubbled though a water storage tank via a perforated pipe [perforated to enhance minimum back pressure] then recycled back to the air intake. Ie A closed loop system. Also use of an intercooler to cool the exhaust gasses to keep the recycled air and water as cool as possible.
Some venting would be required to accommodate volume changes at different temps, and altitudes otherwise the tank could collapse or burst.
Multipoint fuel injection system converted to inject water as required from the exhaust tank to prevent overheating of the combustion area and valves.
Hydroxy produced by a multitude of cells that are powered individually as required dependent on throttle position. Water replenished from separate water tank to prevent possible cell contamination from the exhaust.
Initial acceleration could be assisted by a system similar to the ElectrochargerTM

Inside the bag is two Aluminum plates sandwiching the stack of Carbon Paper sheets, there are two terminals that protrude from each side and sealed with Silicone for air tightness.
The Carbon sheets will remain dry inside the vacuum bag for along time.
