If you're asking whether carbon steel is attacked by the hydroxide electrolyte solutions, the answer is no.
Carbon steel may be used in an electrolyzer as the Cathode plates, where Hydrogen is given off.
Carbon steel may not be used for the Anodes however, the Oxygen will combine with it producing 'rust' which will color the electrolyte solution until is settles to the bottom.
