I decided to just get some pictures of this as it was a pretty cool looking experiment.


Sorry for the shakey blurred picture.


More electrolyte should help the arcs to jump into the stream. At least that's my theory here. Just remember NOT to have the water stream touching the needles. I believe for this to succeed you need to have the plasma travel through the air, where it is forced to reach astonishingly high temperatures. That would make some super hot plasma be in contact with the stream of water at all times.
