Ok... let see if we can figure this out. Below is an excerpt from a wikii.

Begin Excerpt:
===============================================
Question: How Many electrons does water have?
Answer:
Water molecules are composed of two atoms of hydrogen and one atom of oxygen. The hydrogen atoms each bring an electron to the reaction, and the oxygen atom brings eight. The resulting molecule has two plus eight electrons, or ten electrons in it.
===============================================

We know that when the water is electrolyzed, that it pulls the Hydrogen to the - terminal and it pulls the Oxygen to the + terminal. These broken clusters of atoms are charged... and are thus IONS. Now, on contact with the electrodes... the negative Oxygen releases its excess electrons to the electrode and rises as O2 and the positive Hydrogen probably picks up the missing electrons from the current flowing through the electrolyte.... otherwise when it comes into contact with the electrode it too balances and rises as H2.

Therefore, the bubbles that rise up in our Low Voltage Cells should not have a net charge one way or another. But if we could collect the H+ ions in transit to the plates... then perhaps we could collect them or utilize them......

I just thought of something. If the positive terminal collects the O... and the O actually (O--) ... up until it touches the plate.... when it drops off its excess electrons... shouldn't that be visible in the amount of current coming out compared to what went in?

Here is a thought. Your HV pulse train starts to go to work, the first pulse aligns the molecule to the plates. The next pulse excites one of the electrons into the next available orbit. The next pulse causes that electron to leave the shell of that molecule. Now you have an unstable molecule with a missing shared electron. Now remember that the Oxygen atom shares its electrons with the Hydrogen atom to form a covalent bond, but with one missing electron that covalent bond does not exist. So now the positive charged atom will be attracted to the negative plate, and the negatively charged atom to the positive plate. Now I don't think this is true electrolysis. By removing one necessary electron that is needed you now turn off the covalent bond. Less energy than brute force electrolysis, no?

Ok Slider... here you go...

Begin Excerpt
=================================
Water is a tiny molecule with the molecular formula H2O, consisting of two light hydrogen atoms attached to each 16-fold heavier oxygen atom. Each hydrogen atom has a nucleus consisting of a single positively-charged proton surrounded by a 'cloud' of a single negatively-charged electron and the oxygen atom has a nucleus consisting of a eight positively-charged protons and eight uncharged neutrons surrounded by a 'cloud' of a eight negatively-charged electrons. On forming the molecule, the ten electrons pair up into five 'orbitals', one pair closely associated with the oxygen atom, two pairs associated with the oxygen atom as 'outer' electrons and two pairs forming each of the two identical O-H covalent bonds.

I still don't believe that "if" it were true of two covalent bonds that one can exist without the other. This is why I say there is one covalent bond.

We are getting closer to the same page, lol. Though is it 2 pair 4 electrons? Or is it 2 hydrogen sharing each of its electrons with the 6 electrons in the outer valance of the oxygen atom to form the water molecule?
