simple magnet motor, why wont this work?

well... after my last test with the magnetic shielding (which failed) I learned the reason it wouldnt work is because the magnets are attracted to the shield itself which restriced movement.
So,. my first thought when I saw this was that it couldnt work because the magnets would be attracted to the coils which would stop it from moving.
But I double checked and the magnets have no effect on the copper wire.
So I still dont know why it wont work
