I am no expert at electronics but i'm going to take a few pot shots here. Assume 60 - 80% accuracy.
The circuit does the following:
Top left where mains AC power comes in, splits 2 ways:
Downwards is AC power that goes through a transformer which steps down to maybe 5 volts AC, and the diode removes half the cycle of the AC power, so becomes 5v pulsed DC. Or basically, A logic circuit.
The sideways to the right split looks like it goes through a rectifier which flips half of the AC wave upside down, making a supply of 120v of pulsing DC, this goes into a 400 volt capacitor which acts to smooth out the pulsing and makes a solid 120v DC.
It is then merged with the 5v pulsing logic output from the bottom part of the circuit, and fed through a big-assed transistor so the 5v pulsing is the trigger to make the 120v DC circuit pulse as the same rate.
Going further to the right from the centre section, This 120v DC pulsing then goes through another transformer which steps up the 120v DC pulsing, to what is labelled "HV - High Voltage" so could possibly be hundreds of thousands of volts, pulsed DC power.
This is then fed into the water fuel cell.
