Are you talking about a type of "water assistment" - turning water into steam? the effect one can massure using waporised water? to assist the hydroxid
By the way, have you heard about "charged water"?
According to water4fuel.com, "charged water" in a waporising system, reducing the fuel (gasolin) consumption by 75% ... never tested it, but it sounds interesting enough to try it!
