I you read the entire post and article that we aded i think you will finde your answer.
But what you whant to know is if the substances is an addetive to the electrolyzers and to that the anwser is yes. The combination of chemicales produces some KOH in the electrolyzer and no other chemical is needed.

The purpose of the Potassium Phosphate "buffer" in the electrolyte solution is to maintain pH Neutrality throughout the process.

This means that the electrolyte solution would be neither acidic nor basic.

pH neutrality is a necessity for the catalytic layer of Cobalt Phosphate (insoluble in neutral solution) to temporarily form on the InSnO Anode.
