not to burst your bubble Mr. G but everything has a magnetic properties, some are just so small their immeasurable. As far as the inductive properties of your cell, i highly doubt it. an inductor is a coil or windings of ONE piece of wire. induction is when there is a changing magnetic field around a piece of wire creating a current, with inductors when you add initial power this created current is the opposite direction. for any induction to occur there has to be a change in current or a magnetic field. you have stated that you are using brute force electrolysis, constant DC current, so absolutely no chance for inductance in your cells unless there is some property I'm not seeing. i would call your cell a capacitor because of the construction. the rolling of the plates in your design resemble that of an electrolytic capacitor you buy at an electronics store.
I am not sure how your cell can have better performance over a plate design except that you could potentially fit more in a smaller space. perhaps yours is an illusion that its producing more gas, the gas is raising out of a cylinder which is in a tighter area, where the ones with the plates are more spread out. the real test would be a LPM test. simply fill a bucket with water, fill a 1L bottle with water and put it top down into the bucket. take the air output from your cells into the bottom of the bottle and time how long it takes to fill the bottle. simple test but be careful and don't keep the gas in the bottle to long. i would really like to see a test of how much your cells are actually producing.
