I did condition my 13 plate cell with less than 3.8% KOH for nearly 4 days. I did measure gas output and efficiency during conditioning period. On fifth day, I changed the electrolyte strength to 15% KOH. Obvious difference is more KOH less voltage needed to produce same amount of gas.
Example:
3.8% KOH
LPM = 0.72
Voltage = 14V
Current = 10A
Efficiency = 72.56%
15% KOH
LPM = 0.72
Voltage = 12.9V
Current = 10A
Efficiency = 78.75%
I believe if I increase the KOH strength to 20%, the cell becomes even more efficient. I did test using car alternator but only draws 11A with 15% KOH. My target is to produce at least 2LPM of hydroxy using less than 20A with some help from intake manifold vacuum.

Some testing done here down under in oz, has found out some interesting things.
It could be related.
Drop you concentration down to at least 10% because the break over voltage has been reached as the cell acts like a leaky capacitor and any if AC ripple voltage get to the cell it will see it as a 'short' and draw more current, especially if you give it more voltage, the same if the concentration is too high.
Also as the cell warms up the capacitance of the cell will go up really high.

The new designed unit from climtechsolutions is a round one the 7 plate one easily get 1 lts per min on 15 amps 13.8v the new one a 30 plate one is expected to get 5lts per min from 10 amps at 60v these are sealed units with a circulation process of the electrolyte, they also feature an absolutely safe flash back arrestor.
the cell runs on 10% koh
The seven plate unit, it's capacitance of the cell was 491 micro farads cold but went up to 2,930 to 2,980 micro farads when warmed up, this was tested with a very accurate meter.
